Question: can police fine you for speeding without a laser or radar gun?

Where you are would have a lot to do with it. But visual speed estimation is very easy. Anyone can look at 2 cars going down the road and see that one is going faster than the other. It's a simple matter of training and experience to hone that ability to actual speed estimation. In the U.S. most states, if not all, allow an officer who is certified in visual speed estimation to write tickets based solely on a visual estimate. There are also many other speed detections methods other than radar or laser. Vascar, lines painted on the road and a stop watch, etc.

Don't know about Australia but in the US we can;

estimate. Those that do have been tested to see if their estimates are correct within 5 mph.

pace. Keep up with a car over a certain distance neither appreciably gain or losing ground and then looking at our certified speedometer.

timing. From one know spot a measure distance to another known spot and then using a simple
formula (most chronographs watches do it automatically) we determine your speed.

aircraft. Same as timing but from a aircraft of any sort. Ever see perpendicular lines painted on the highway? Those are the known points for distance for a spotter on high.

If you have two seperate structures, lets say two power poles a distance apart, and a stop watch. You can detect how fast a car is going by the time it takes for the car to go between the two points.


Since the speed limit is 80km an hour. The polceman may already know and have pre recorded the time it takes for ANY car to travel between those two points at the speed limit.

If your brother cars reached the second point quicker than that. Then its a visual detection of someone breaking the speed limit.

They dont need a radar or laser gun to detect speeding drivers.

or in another curcumstance........Police car is driving doing the speed limit on a main road. A car overtakes them. Knowing full well since the cop car is doing the speed limit. Clearly the other car is over the limit. No radar gun need here either.
