If you can’t find the right Printer drivers manually I would recommend just getting a software program that can do it for you. I assume you went to the brother website in the link below, and chose printer driver, and selected hl-3070cw, (the deb file) and downloaded hl3070cwcupswrapper-1.1.1-4.i386.deb.When you download that file the downloader should give you an option to open with (GDebi package installerDefault) or save file. Did you select open with the GDebi installer? That should install the cupswrapper.
On that same page did you read the instruction for install the driver? "Printer (CUPS) : Driver Install" Follow the link for cupswrapper driver install and select the ubuntu version. They recommend some prerequired procedures for ubuntu. Note that they do not list ubuntu 9.10.
I have not used brothers printers and hope this helps. The common wisdom is that Hp has by far the best printer support. If possible and the above suggestions do not work you could hopefully return the printer for an HP model.

If you do decide to get another printer I would also suggest that you check the database on openprinting.org for compatibility before purchase.
